The right to know
 
The right to know and with it connected right to a public interest information is the key and effective mean for fighting for an open and transparent operation of the public administration. An access to information is the first condition that enables a supervision over the operations of the public authority and thereby ensures the liability of the public authority towards the citizens.
 
However, the right to an access to public interest information is very broad. Among the functions of public interest information, the following can be included:

• democratic function that is performed under deliberate democratic models,
• supervisory function that exposes the right of citizens to direct supervision of the public sector,
• economical function concerned with economical evaluation of public information and potential added value when combined,
• modernising function of the public sector that is shown especially in the informational access to public interest information via incentives for the development of state portal e-administration.

In order for the concept concerning an access to public interest information to revive and effectively interweave all of its functional potential, two things are needed. Firstly, awareness on its importance that is in the world very clear and in the Slovene environment becoming clearer as shown by relatively satisfactory responses of their claimants. Secondly, quality legal arrangements which will foremost ensure information support to a seeker in connection and communication with the person liable.
