The National Council for Library Services (NCLS) was established on the basis of Article 48 of the Act on Library Services, by the Government of the Republic of Slovenia. The Council is professional and consultation body that decides on professional matters in the field of library services as well as handles and gives opinions on all technical issues from the field of operation and development of libraries. Members of the Council are representatives of all types of libraries, their associations and financers.
The National Council for Library Services conducts mainly the following tasks:
- adopts technical recommendations from this field,
- gives preliminary opinions on all regulations, related to the library services,
- discusses technical baselines of the library services,
- discusses technical baselines for the operation of the National Mutual Bibliographic System, monitors the operation thereof and coordinates its development,
- gives opinions on proposals of development plans, annual work programs and financial plans of the national library and library information service,
- discusses annual reports on the operation of the national library an library information service and gives an opinion thereof to the Government of the Republic of Slovenia and competent ministries,
- gives initiatives and proposals from its field of work.
The Government of the Republic of Slovenia on its 71st session from 18 April 2002 adopted a decision on the establishment of the National Council for Library Services. Dr. Majda Žumer was appointed as the President whereas other appointed members are: mag. Stanislav Bahor, Peter Čerče, mag. Jelka Gazvoda, Vilenka Jakac-Bizjak, mag. Dragotin Kardoš, prof. dr. Matjaž Omladič, Nada Požar Matijašič, dr. Marta Seljak, mag. Vlasta Stavbar, Dragica Turjak and mag. Samo Zorc. The National Council for Library Services was constituted on the 2nd of October 2002.
